The Inquiry is being conducted in phases.
Phase 1 of the Inquiry commenced upon the establishment of its Terms of Reference on the 26th October 2023. This Phase involved:
- Receiving relevant material held by the courts and other organisations or persons, in particular the Greater Manchester Police, the Crown Prosecution Service and the Criminal Cases Review Commission;
- Seeking further documents and material where required;
- Reviewing material disclosed to the Inquiry;
- Identifying the issues that required further investigation to meet the Inquiry’s Terms of Reference; and
- Determining the scope of the next phases of work.
Phase 2 of the Inquiry commenced 24th February 2024 and involves:
- Continuing to seek and receive disclosure from material providers;
- Reviewing the forensic actions and decisions in Andrew Malkinson’s case. This work is being undertaken by an independent forensic expert appointed by the Inquiry;
- Identifying and requesting witnesses to provide statements addressing relevant issues; and
- Determining the scope of the Inquiry’s next phases of work.
